In Egypt, in 205 BC, Eratosthenes (at the time Director of the Great Library of Alexandria) proposed a purely geometrical method to measure the length of the terrestrial meridian. He started by using the observation of shadows made at two different places, Alexandria and Syene, at the time of the Summer solstice and at noon local solar time. He then performed one of the most important scientific findings of his time by measuring the world.

A tous les temps, à tous les peuples
To any time, any people

The French National Assembly, 26 March 1791 decree.
"By considering that, in order to achieve setting the uniformity of weights and measures, it is necessary to set a natural and invariable unit of measure, and that the only means of extending this uniformity to foreign countries and of committing them to a new measuring system, is to choose a unit which has nothing abitrary or peculiar to the situation of one people of the world […] [the Assembly] adopts the length of a quarter of a terrestrial meridian as a basis of the new system of measurements ; the processes that are necessary to set this basis among others measuring a quadrant between Dunkirk and Barcelona will soon be executed.".
On 20 May 1875, the representatives of seventeen countries, signed the "Metre convention". and created the "General Conference of Weights and Measures" (GCWM) entrusted with ensuring the uniformity of physical measures worldwide.
